Membership Services and Health Coverage Enrollment
RFHC is an FQHC, a Federally Qualified Health Center that operates based on the guidelines of HRSA’s Bureau of Primary Health Care which administers 330 funding to support health care centers. And, as an FQHC, we must be open to all residents, regardless of insurance status or ability to pay.
But health care is not free. The Membership Services team of Community Health Advocates assists uninsured patients to determine:
1) Eligibility for public health coverage. Our bi-lingual Community Health Advocates (Certified Application Assistants) walk families through the eligibility process using an accelerated online application system to determine if the family is eligible for Medicaid (Medi-Cal), children are eligible for Healthy Families, Healthy Kids, and if uninsured adults qualify for Access and Care for Everyone (ACE) or Medicaid Coverage Expansion (MCE) both County of San Mateo programs administered by the Health Plan of San Mateo.
2) If not eligible, then we determine the appropriate Sliding Fee for patient visits.The sliding fee scale is discounted based on patient family size and income in accordance with federal poverty guidelines. Fees range from $20 a visit to full cost.
Over the last 10 years, the number of uninsured adults in the U.S.—those ages 18 to 64—has steadily increased, and according to 2009 data from the Centers for Disease Control and Prevention, now sits at just over 21 percent.
That represents an increase of nearly three million people from 2008, and likely is a symptom of less employers offering health insurance.
Recession and the increasing number of uninsured
The recession has increased the population of uninsured residents of San Mateo County as unemployment grows and jobless residents lose health coverage and regular sources of care. In 2009 over half of RFHC patients - 53% (n=4,715) - were uninsured. Many newly uninsured are now seeking care at RFHC.
In 2010 Ravenswood Family Health Center provided eligibility and enrollment services to 3,335 adults and 1,479 children.

Monday, Wednesday, Thursday, Friday - 8:30am to noon; 1pm to 4 pm
Tuesdays - 10am to noon; 1pm to 4 pm
