Luisa Buada, RN, MPH

Luisa Buada has 27 years experience in health care administration, management and organizational development. She was the founding Executive Director of both Clinicas de Salud in the Salinas Valley and of Berkeley Primary Care Access Clinic. She co-founded Life Long Medical Care in Berkeley as part of a merger with over 60 Health Centers in 1996. She participated as a consultant in the development of Ravenswood Family Health Center (RFHC) in East Palo Alto and in November of 2003 became the CEO for RFHC. As a consultant, Luisa worked with community health centers on strategic and financial planning, organizational development, architectural planning and bilingual board training. Luisa received her Bachelor of Science degree in nursing from the University of California San Francisco School of Nursing in 1977 and her Masters degree in Public Health Policy and Administration from the University of California, Berkeley in 1990.

Larry Bruguera, M.D., FAAFP

Before joining RFHC, Dr. Bruguera served as the Medical Director for Coastside Family Medical Clinic in Half Moon Bay. At the same time, he served as: Voluntary Clinical Faculty for Stanford Medical School; on the Stanford Ambulatory Quality Assurance Committee; as the chair of the Seton Coastside Quality Assurance Committee, and as President of the Seton Coastside Medical Center. He more recently served as chair of the Clinicians' Committee of the California Primary Care Association. He has extensive experience in community medicine and worked with migrant farm workers at several clinics in the 1980s prior to joining Coastside.
Dr. Bruguera received his medical degree from University of California, Davis in 1980 and completed his residency in Family Practice at Scenic General Hospital, Modesto, CA (in the Davis Family Practice Network). He is a Fellow of the American Academy of Family Physicians.

Extensive experience in financial management of community hospitals, regulatory compliance and administrative leadership encompassing organizational direction, policy and procedure development, internal and external audit program development, hands-on compliance management, financial analysis, and investigation. Received B.A. in Healthcare Administration from St. Mary's College, Moraga, CA. He is a CPA and Certified Fraud Examiner.

Kathleen Alexander

Over 14 years in fund development. Formerly served as development director for Free at Last in East Palo Alto and for Outreach in San Jose. Prior to nonprofit development, provided marketing design and documentation for high tech startups. Writer and content editor for educational publishers. Editorial research for news magazine. B.A. from Newton College of the Sacred Heart, now part of Boston College.

Belinda Hernandez, MSW

Belinda Hernandez received her Masters in Social Welfare Management and Planning from U.C. Berkeley, followed by a Certificate of Distinction in Project Management. She served as a Project Manager and Community Programs Coordinator with Lucile Packard Children's Hospital, facilitating the planning and evaluation of the 24-7 Line, Pediatric Weight Control Program, and the Healthy Choices/Smart Decisions program. She is a consultant and has experience in curriculum development, implementation, evaluation, marketing, and outreach for nonprofit human service organizations, particularly in public health and social welfare. Most recently Belinda has been selected to Blue Shield of California's inaugural class of Clinic Leadership Institute.

In June 2006, Elena Jiménez Tindall received an MA in Education- Policy, Organization and Leadership Studies from Stanford’s Graduate School of Education. She has over ten years of experience in the field of child/spouse abuse prevention and education programming. She developed and led a Teen Mentor Program for two years, served as Manager of a Child & Spouse Abuse Prevention Program for four years, and recently ran a consulting business as Parent Educator and Coach for three years.

Laurie Bauer RN, MPH

Laurie has over 15 years of experience in health care consulting, planning and policy. Prior to working at RFHC, she consulted for hospitals and multi-system clinics throughout the western United States. In her most recent position in the Ravenswood City School District, she developed and managed the school district's health services department. Her efforts focused on improving immunization rates, providing students access to low-cost/no-cost health insurance, encouraging healthy school environments, strengthening linkages for families to area health care resources, and developing district health policies. She has a Masters in Health Policy and Planning from the University of California, Los Angeles, 1984 and Bachelor of Science in Nursing, University of Colorado, 1980.
